And your main mission is to keep an eye on the renters of the building. Once they are away you need to search their belongings  and bug their apartments. You need to report instantly to the state if you find out that someone is breaching the code of conduct. Now the fate of the people is in your hand whether you will report the activities of someone and orphan his child or hold it for the safety of your citizens.
